Policy Statement

The International Oversight Committee (IOC) is a university-wide standing committee appointed by the President. The IOC does not report to the Academic Senate of The University of Texas at Dallas (UT Dallas).

The Committee is dedicated to preserving academic freedom and the University's robust research agenda, while remaining committed to the safety and security of UT Dallas Travelers during University International Travel.

The Committee is charged with:

  1. Assessment of levels of risk for University International Travel occurring or proposed to take place in High Risk areas, including consideration of the purpose, goals, and value of the travel assessed;
  2. Evaluation of risk mitigation plans, including UT Dallas's ability to assist in an emergency;
  3. Committee-level approval of University International Travel to High Risk areas, with the right to re-assess or withdraw travel approval at any time;
  4. Participating in the University's international emergency response, by providing analysis of risk mitigation options when appropriate
  5. Development of guidelines and formulation of policies to maintain the health and safety of UT Dallas Travelers who participate in University International Travel.

The Committee will be composed of the following eight voting members appointed by the President: four faculty members recommended by the Committee on Committees, an Associate Provost, a representative from the Office of the Vice President for Research, the Dean of Students, and the Director of International Student Services. The following persons will serve as non-voting members: the Assistant Director for International Risk and Safety, the Director of Education, the University Attorney, the Director of Emergency Management and Continuity Planning and a representative from Human Resources. The Director of International Education serves as the Responsible University Official.

The term of office for Committee members will be for two years, and the President can reappoint members for additional terms. The Committee will determine a schedule of meetings that includes at least two per semester, with additional meetings called as needed, to review international program proposals to high-risk regions, and to review and discuss policies.
