Research Conflicts of Interest Committee

Policy Statement

The Research Conflicts of Interest Committee ('Committee') is a Standing Committee of The University of Texas at Dallas appointed by the President.

Committee Charge

This policy operates in conjunction with UTDPP1029 Research Conflict of Interest. UTDPP1029 establishes disclosure, management, and monitoring requirements as required by federal and state regulations; this policy establishes the Committee's governance and review authority. The Committee provides governance and oversight to the Office of Research and Innovation (ORI) for the administration of UTDPP1029 and associated standards and guidelines that ORI manages to comply with relevant federal and state statutes and relevant System rules and policies.

The Committee is charged to assure that objectivity is maintained in all aspects of university research endeavors and to assure that no financial interests of researchers and their immediate family members exist that may jeopardize the quality of the research undertaken. The Committee is charged with performing the following duties:

  1. To encourage the creation and maintenance of a research climate that promotes faithful adherence to high ethical standards in the conduct of research without inhibiting the productivity and creativity of scientist or academician;
  2. To review and communicate information to faculty and researchers on procedures for identifying and addressing conflict of interests related to research;
  3. To develop, maintain, and communicate procedures for disclosure, evaluation, management, monitoring, and documentation of conflicts of interest disclosed by faculty or other members of the academic community that are related to externally funded research, intellectual property, and other university research endeavors;
  4. To review, approve, and monitor management plans for conflicts of interest related to research disclosed under UTDPP1029; and,
  5. To maintain and enforce UTDPP1029 in accordance with governing federal funding agency policies, UT Systemwide Policy 175, and the Rules and Regulations of the Board of Regents of The University of Texas System.

Membership

The Committee shall be composed of twelve voting members. The Vice President for Academic Affairs, the Dean of Graduate Education, and the Vice President for Research and Innovation (VPRI) shall serve as ex officio, voting members. The President shall appoint from among faculty nominated by the Community on University Service nine tenured faculty members with appropriate natural, social and behavioral science, engineering and technology backgrounds as voting members.

Each faculty member appointed shall exhibit high ethical standards. The term of appointment shall be for three years. Committee members may be reappointed by the President for additional terms. If for any reason a committee member resigns, the President shall appoint another qualified individual to serve the remainder of the unexpired term. The President shall appoint two faculty members of the Committee to serve as the Committee Chair and Vice Chair with responsibility for committee activities.

All information concerning Committee activities, reports, and other related documents and approvals shall be housed in ORI. ORI shall be responsible for the submission of annual reports to appropriate government agencies and shall report to the President on such matters.

Responsible University Official (RUO)

The VPRI shall serve as the RUO for this committee.
