Public Art Collection Committee
Policy Statement
The University of Texas at Dallas (UTD) Public Art Collection should serve to educate and enrich the lives of students, faculty, staff, alumni, the local community, and visitors. Art enhances the quality of life for all people and should be a part of the daily life of the students, faculty, and staff. Artworks of high quality in strategic locations across campus enhance the beauty of the campus. They also enhance the educational experience, conveying the emotional, spiritual, and esthetical values of art to every student. The artworks on campus become part of the students' education, contributing to their ability to understand aesthetic standards.
The Public Art Collection Committee is a University-wide standing committee appointed by the President not reporting to the Academic Senate of The University of Texas at Dallas. The committee is responsible for providing guidance and oversight of the UTD Public Art Collection. This committee does not provide oversight for the collections of the UTD Art Museums (i.e., Crow Museum of Asian Art and any future Edith and Peter O'Donnell Jr. Athenaeum museums) which are managed by museum staff. Other university collections (e.g., McDermott Library Special Collections) may be excluded from this committee's oversight at the recommendation of the committee and with the approval of the President.
The committee shall meet at least once in each of the fall, spring, and summer semesters, and at the request of the Chair or the President.
Committee Charge
The Public Art Collection Committee is advisory to the President and charged with the following responsibilities:
- Developing and publishing guidelines for the acquisition, installation, maintenance, management, programming, and deaccession of works in the UTD Public Art Collection in addition to:
- Ensuring these guidelines are compliant with all applicable federal, state, and local laws, UTD policies, UT System policies and the Rules and Regulations of the Board of Regents of The University of Texas System;
- Developing a process for review of proposals related to these guidelines; and
- Making recommendations to the President on proposals related to these guidelines.
- Identifying the appropriate university administrative unit to develop and maintain a catalog/registry of works in the UTD Public Art Collection.
- Developing a definition of "public spaces" for art subject to oversight by this committee.
- Other responsibilities related to the purpose of this committee as assigned by the President on an ad hoc basis.
Membership
The Public Art Collection Committee will consist of the following members appointed by the President, or the President's designee, with voting privileges as follows:
- One (1) practicing visual artist from the Harry W. Bass Jr. School of Arts, Humanities, and Technology nominated by the dean of the Bass School for a two (2) year term.
- Two (2) faculty members nominated by the Academic Senate with staggered two (2) year terms. One member nominated by the Academic Senate will serve as Vice Chair.
- One (1) staff member nominated by the Staff Council for a two (2) year term.
- One graduate student nominated by the Graduate Student Assembly for a one (1) year term.
- One undergraduate student nominated by Student Government for a one (1) year term.
All appointed members may serve consecutive terms if chosen by their nominating body and approved by the President. If for any reason a committee member resigns, the President shall appoint another qualified individual to serve the remainder of the unexpired term.
The Senior Director of the Crow Museum of Asian Art, Associate Vice President for Facilities Management, Vice President for Development and Alumni Relations or their designee, and Director of Collection Strategies and Special Projects from the Crow Museum of Asian Art will serve as ex-officio members with voting privileges. The Senior Director of the Crow Museum of Asian Art will serve as the Chair.
Committee Responsible University Official (RUO)
The Vice President and Chief of Staff shall serve as the RUO for this committee.
