Space Planning and Capital Evaluation (SPACE) Committee
Policy Statement
Committee Charge
The Space Planning and Capital Evaluation (SPACE) Committee is a Standing Committee of The University of Texas at Dallas appointed by the President.
The SPACE Committee is charged with evaluating space and capital needs across academic, research, administrative, and auxiliary functions and providing recommendations to the President that support effective, data‑informed use of university facilities and resources that align with the university's strategic priorities and master plan. In keeping with this charge, the committee is responsible for:
- Review and oversight of space inventory and space audit reports;
- Review of academic and administrative unit space needs;
- Prioritization of capital projects, including new facilities and renovations to existing facilities;
- Evaluate use of leased space occupied by university academic or administrative units;
- Reassignment of space vacated when units relocate;
- Regular review and revision of the campus master plan; and
- Ensuring that reporting, planning, communication, and decision-making processes are in place to execute the above responsibilities.
This committee shall operate in compliance with applicable University of Texas Board of Regents' Rules, University of Texas System policies, and provisions of the State of Texas Education Code, including but not limited to the following:
- The University of Texas System Board of Regents' Rules - 80301, 80104, 80402, and 80404;
- The University of Texas System Policies - UTS 168 and UTS 126; and
- State of Texas Education Code - §61.0572 and §61.058
Membership
The SPACE Committee will consist of voting and non-voting members as follows:
Voting Members
- Vice President for Administration - Chair
- Executive Vice President for Academic Affairs and Provost
- Vice President for Strategic Initiatives and Chief of Staff
- Vice President for Budget and Finance
- Vice President for Research and Innovation
Non-voting Members
- Associate Vice President for Facilities Management
- Assistant Vice President for Engineering, Construction, and Planning
- Assistant Vice President for IT Architecture and Operations
The Vice President for Administration and Chief of Operations shall chair the committee. Committee members shall serve so long as this policy remains in force or until such time this policy is amended to change the membership of the committee. In addition, the committee may request ad-hoc or regular participation from academic or administrative units in support of the specific or general responsibilities of the committee.
Meeting
The SPACE Committee shall meet on a regular basis as determined by the Chair in consultation with the voting members of the committee. In addition, the Chair may convene the committee outside of the regular meeting schedule as necessary to consider and act on urgent matters related to the committee's responsibilities.
Responsible University Official (RUO)
The Vice President for Administration and Chief of Operations will serve as the RUO for this committee.
